IMT’s model law is intended to provide the structural foundation for a strong BPS law in any jurisdiction. It is part of a three-piece model law suite—read a summary of the model law or view the summary presentation here. IMT’s full suite of BPS resources is available at imt.org/bps.
The model law language is meant to be modified as necessary to reflect local circumstances and policy priorities. IMT encourages governments to work with community members, community-based organizations, building owners, and professionals with expertise in fields such as real estate, energy efficiency, and sustainability to co-design and tailor performance standards to the specific needs of their communities.
Originally published in 2021, this resource is a living document that will be updated based on the input of experts and feedback from governments, community-based organizations, and other stakeholders that use it in their policy development process. Last updated on October 2021.
