This toolkit helps local governments in Canada and the U.S. design Equity-Embedded Building Performance Standards from the ground up. Developed by Efficiency Canada and IMT alongside a coalition of Canadian partners, and informed by over a year of research and local engagement, it offers concrete recommendations, including community-driven policy design, renter and tenant protections, and flexible compliance pathways, along with practical tools like equity-priority building designations and high-performance building hubs. The work was prompted by Toronto’s BPS bylaw design process, but its lessons apply to governments across Canada and the U.S.
