Jurisdictions seeking to achieve ambitious climate goals while also creating robust local economic and resilient, healthier communities should look to create a comprehensive, integrated approach to building performance that covers the entire building lifecycle from design through construction, occupancy, operations, major renovations, and demolition/deconstruction. This document examines the missing link between energy codes and building performance standards and presents actions that cities can take to make progress towards a building lifecycle approach to regulation.
